With the CC system, though they have the % there, the game always auto-chooses the most suitable attack. I've written about some of those moments in these posts: I'd love for those key moments to be addressed with just a bit of added dialog to create a bridge across those moments so that it doesn't feel like the heart of the game dies a bit when those moment come up. The biggest problem of Chrono Cross, in my opinion, is that the character recognition of events and personal experiences was missing at key moments, whereas in Chrono Trigger those key moments were recognized and talked about by the characters. Hopefully it is released on Steam, and, hopefully, SE doesn't butcher it like they've done with Chrono Trigger on Steam. It was one of the best-selling games on the PlayStation and received re-releases as a "Sony Greatest Hits" title in North America, and later as part of the Japanese Ultimate Hits series.
